Why do husbands associate Sex and Romance like there one in the same?

My husband thinks when were having sex that he is being romantic.
But to me Romance and sex is two different things...
Romance leads to sex but I don't put them together.

Kisses on the beach, a dozen roses, love letter, a sweet kiss I romantic..Sex can be romantic but I don't see why guys think that because were having sex that we consider that romantic.
When I tell my husband
"I wish you were more romantic" he says but we already have sex once a week.
